ALL-STAR MANAGER SELECTION PROCESS

For Sanctioned Little League Tournament Teams

It is the intent of Boardman Community Baseball to select the most qualified person(s) to be the manager of all Little League sanctioned All-Star teams. With this in mind, the following step-by-step process will be used to select the All-Star managers.

1. Any manager wishing to manage a sanctioned All-Star team must turn in an application form. Managers may obtain an application form from their respective player agent starting the first week of the season. All applications must be turned into the division player agent on or before May 23rd. Any manager expressing interest after this date will not be considered. For the 2017 season, BCB will be entering 1 team of 11-12 year old players, 1 teams of 10-11 year old players and 2 teams for the 9-10 year old players as a result; there is a need for 2 managers for the 9-10 year olds. A manager must declare that he/she is applying for a 9-10 / 10-11 year old team only or the 11-12 year old team only.

2. The Player Agent, Vice President of that division and the League President will interview each manager who has expressed an interest. The intent of this interview is to be sure each candidate is fully aware of the responsibilities of the All-Star manager – practice commitments, travel time, finances, etc. In addition, the manager should be able to demonstrate having knowledge of the skill level of the players in his/her division. This is necessary to insure the manager can field a well- rounded team. At the time of the interview, the manager candidate needs to present a list of potential coaches who may assist him. The league officials mentioned above have the right to disapprove coach selections. This group may decide, after the interview, a candidate is not suited for the manager position and that candidate will not be entered into the voting process that follows below.

3. The following voting process will take place in which each All-Star manager candidate will be considered.

a. The Player Agent will decide which candidate he/she feels is the most qualified. A favorable vote from the Player Agent will be worth one point (if the player agent is a manager candidate, this votes goes to the Division VP, should the Division VP be a manager candidate, this vote will go to the President of the League). Note, for age divisions with more than one team there will be points awarded to 2 candidates.

b. The managers of the appropriate divisions will meet to vote on whom they feel is the most qualified to be the all-Star manager. In attendance will be the managers of each team, the Player Agent and the Division Vice President. Each manager’s favorable vote will be worth one point. The voting will be done by secret ballot but will be signed by person who voted. Note, for age divisions with more than one team there will be voting for 2 candidates. The individuals seeking the manager positions will explain to the managers in attendance why he/she feels they are qualified to be the all star manager.

c. The Player Agent and Division Vice President will tabulate the point totals. The candidate(s) with the most points will be declared the All-Star manager. In the event the vote ends in a tie the managers will vote a second time, by secret ballot, in an effort to break the tie. If this vote does not break the tie the Division Vice President will be given a vote to break the tie. If the Division VP is one of the manager candidates this tie breaker vote will be given to the President of the League.

d. In summary, one point will be awarded to the candidate(s) who receives a favorable vote from the Player Agent (or alternate as per above). One point will be awarded for a favorable vote from each manager of that division. The Division Vice President (or President as above) will only vote to break a tie.

4. The selection process will be completed and the All-Star manager will be announced during the first week of June.

5. The selected manger must submit his request for coaches to the Division Vice President within 1 day following his/her selection as manager. The division Player Agent, division Vice President and League President will approve or disapprove, at their sole discretion, the requested coaches. This will be done based on discussions with the manager as needed. This process will be completed within 2 days of the manager submitting his/her request for coaches.

PLAYER SELECTION PROCESS

For Sanctioned Little League Tournament Teams


1. Tournament team players should be selected upon their playing ability and eligibility. The rosters should include sufficient pitching strength to meet tournament schedules.

2. It is not required that players be selected for the position they occupy during the regular season.

3. (Majors) 11 & 12 year old divisions. On or before June 7, each player will vote for 10 players from their entire division who they feel should be on the 11 and 12 year old team. The votes will be tabulated by any two of the following individuals: the League President, Division Vice President and the player agent. The ten players with the most votes will earn one point each. If more than one player ties for the 10th position, they each will receive one point. (Note: Players cannot vote for players on their team). If a player is voted onto the 11/12 year old team, they are removed from the 11 year old team voting.

4. The managers will then vote for the top 10 players from their division they feel should be selected to the tournament team. Managers can vote for players from the team they manage. Each manager vote earns one point. For the 10 year old division only, managers will will vote for 8 players.

5. Any two of the following individuals: The League President, Division Vice President, the Player Agent, will tabulate the votes from the managers and the players and the top 10 vote getters are the players selected to the tournament team

6. If there is a tie on the final votes, after all players and managers vote, both players go on the team and the manager has one less player to choose on his own.

7. The elected manager will choose the remaining players to fill his roster (11 - 13 players – managers choice) based on team needs and pitching.

8. If there is a tie on the final votes, after all players and managers vote, both players go on the team.

9. The elected manager may choose the remaining players to fill his roster (11 - 13 players – managers choice) based on team needs and pitching. These selections are subject to the approval of the division player agent.

10. The tournament teams will be posted no sooner than June 11th.

Non-Sanctioned Tournament Teams

Non-Sanctioned Tournament Teams Selection Process

BCB encourages “pick up” teams to participate in area tournaments.

Check with your player agent or check the BCB website for a list of communities that host tournament play. An application to play is usually required by the host league or community.

These teams are not official BCB sponsored teams and can be organized by manager/coaches in the various divisions.

If you wish to organize a tournament team, please notify your player agent that you intend to do so and provide the player agent with a roster of players prior to the beginning of tournament play. BCB will secure, at no cost to your players, medical insurance coverage during tournament play for the team if we have your roster. Please note that the regular season medical insurance coverage does not cover tournament play at any time and this coverage ceases at end of the regular season.

In addition, BCB will reimburse the tournament team up to $100 towards your first tournament entry fee. Please provide the league treasurer, Rick Schafer, with proof of payment to the host tournament.

Please remember that even though these teams are not sponsored by BCB, you still represent YOUR league wherever you participate.
